How observed dates work, and why payroll should care

For most federal employees, a holiday that falls on a Saturday is observed the Friday before, and one that falls on a Sunday is observed the Monday after. Many private employers copy this rule, but nothing requires them to. Banks follow a different rule. When a holiday falls on a Saturday, Federal Reserve Banks stay open the Friday before; when it falls on a Sunday, they close the Monday after. So in 2027 the Federal Reserve is open on Friday, June 18 and Friday, December 24 (and on Friday, December 31, 2027) even though federal offices are closed, and closed on Monday, July 5. If a payday lands on a day the Federal Reserve is closed, direct deposits won't settle that day; check your payroll provider's holiday calendar and move the pay date earlier.

Common private-employer holidays: 2026 and 2027 dates

Private employers pick their own list. In March 2025, 81% of private industry workers had access to paid holidays, and the average was 8 days (BLS, Employee Benefits in the United States).

How to use this template

  1. 1

    Pick your paid holidays

Start from the federal list and the common private-employer days below. Decide how many paid holidays you'll give and whether any are floating.

  2. 2

    Decide the weekend rule

For 2027, three holidays land on a weekend and New Year's Day 2028 falls on a Saturday. Decide whether you follow the federal Friday/Monday rule or give a different day.

  3. 3

    Fill in the company calendar

Enter each observed date, whether the office closes, who covers essential work and the pay rate for anyone who works.

  4. 4

Write or update the holiday pay policy

Cover eligibility, part-time staff, holidays during PTO, working on a holiday and floating holiday rules. Check state law where you have employees.

  5. 5

    Publish by early December

Share the 2027 calendar with employees, load it into payroll and your scheduling or time-off system, and move payroll dates that fall on bank holidays.

Frequently asked questions

What are the federal holidays in 2027?

New Year's Day (Jan 1), Martin Luther King Jr. Day (Jan 18), Washington's Birthday (Feb 15), Memorial Day (May 31), Juneteenth (observed Fri, Jun 18), Independence Day (observed Mon, Jul 5), Labor Day (Sep 6), Columbus Day (Oct 11), Veterans Day (Nov 11), Thanksgiving (Nov 25) and Christmas (observed Fri, Dec 24).

If a holiday falls on a Saturday, do employees get Friday off?

Federal employees do: Saturday holidays move to Friday and Sunday holidays to Monday. Private employers can choose any rule. Note that Federal Reserve Banks stay open on those Fridays, so payroll isn't affected, but they close on the Monday after a Sunday holiday.

Are private employers required to give federal holidays off?

No. Federal holidays apply to federal employees. Private employers decide which days to close and whether to pay for them, because the FLSA doesn't require payment for time not worked. Union contracts, employment agreements and a few state laws can add requirements.

Do employees get time and a half for working on a holiday?

Not under federal law. The FLSA only requires 1.5x for hours over 40 in a workweek, whichever days they fall on. Many employers pay a holiday premium by policy, and a few states, such as Rhode Island, require premium pay for some holiday work.

What is a floating holiday?

A paid day off that the employee picks, rather than a fixed company date. Employers often give one or two so staff can observe religious or cultural days that aren't on the company calendar. Set notice, carryover and payout rules in writing.

How many paid holidays do employers usually give?

According to the Bureau of Labor Statistics, 81% of private industry workers had access to paid holidays in March 2025, and the average was 8 paid holidays. Federal employees get 11.
