Where the HRBP title comes from

The term traces to Dave Ulrich's 1997 book Human Resource Champions (Harvard Business School Press). Ulrich argued that HR should play four roles: strategic partner, change agent, administrative expert and employee champion. Large companies turned those ideas into a three-part HR structure:

  • HR business partners, assigned to business units to advise leaders
  • Centers of expertise, specialist teams for areas such as compensation, learning and recruiting
  • Shared services, a central team that handles transactions and routine employee questions

The business partner can focus on advice only when the other two parts exist. Many smaller companies use the HRBP title without specialist or shared-services teams, so their HRBPs also handle benefits questions, onboarding and HR records. Neither setup is wrong, but the job description should match the real one. Candidates will ask.

HR business partner salary

The Bureau of Labor Statistics has no occupation code for HR business partners. Depending on seniority and duties, HRBP jobs are classified either as Human Resources Specialists (SOC 13-1071) or Human Resources Managers (SOC 11-3121). Use the specialist figures as a reference for early-career HRBPs and the manager figures for senior HRBPs who advise executives or lead other HRBPs.

What separates a strong HRBP

  • Knows the business unit's numbers. A strong HRBP can explain the unit's targets, costs and hiring plan, and connects advice to them.
  • Gets managers to act without authority. HRBPs rarely make the final call. They are useful when leaders ask for their view before deciding.
  • Finds the real problem. When a leader asks for a reorganization, the HRBP checks whether the issue is structure, a weak manager or unclear goals.
  • Uses data in the conversation. Turnover by team, time in role and exit reasons carry more weight than general opinions.
  • Handles employee relations well. Even strategic HRBPs get difficult cases. Knowing when to investigate, when to call counsel and how to document decisions keeps the unit and the company out of trouble.

Interview questions for HRBP candidates

  1. 1Tell me about a headcount or organization change you recommended to a business leader. What data did you use, and did they follow it?
  2. 2A manager wants to fire an employee next week, and there is no documented performance history. What do you do?
  3. 3Describe a time a leader you supported disagreed with your advice. How did you handle it, and what happened?
  4. 4Which three numbers would you look at in your first month supporting our [function] team, and why?
  5. 5Walk me through an investigation you ran or oversaw, from the complaint to the outcome.
  6. 6How did you split your time in your last HRBP role between advising leaders and routine HR work?

Good answers name a specific leader, a specific decision and what changed as a result. Vague answers about "being a strategic partner" are a warning sign.

Frequently asked questions

What does an HR business partner do?

An HRBP advises the leaders of one business unit on people decisions: headcount planning, team structure, performance and talent reviews, promotions and pay exceptions, and employee relations cases. How much routine HR administration they also do depends on whether the company has specialist and shared-services HR teams.

Who does an HR business partner report to?

Usually an HR director, VP of people or a senior HRBP within the HR team. They work day to day with the head of the business unit they support, but that leader is not normally their manager.

Is HR business partner a senior role?

It is usually mid-level to senior. Many postings ask for five or more years of HR experience. Companies with large HR teams often have levels such as associate HRBP, HRBP, senior HRBP and lead HRBP.

How much does an HR business partner make?

BLS has no HRBP occupation. The nearest references are HR specialists (May 2025 median $75,940) and HR managers (May 2025 median $149,280). Most HRBP roles fall between the two, depending on seniority and location.

What is the Ulrich model?

It is the HR structure built on Dave Ulrich's 1997 book Human Resource Champions: business partners who advise leaders, centers of expertise for specialist areas like compensation, and shared services for transactions and routine questions.

What is the difference between an HRBP and an HR generalist?

A generalist runs HR for a whole company or site and does most tasks personally. An HRBP advises one business unit's leaders and relies on specialist teams for payroll, benefits and recruiting. At companies without those teams, the two jobs are often the same work under different titles.

How do you become an HR business partner?

Most HRBPs start as HR coordinators or generalists and move up after building experience in employee relations, manager coaching and working with data. Certification is optional; SHRM-SCP is aimed at people with at least three years of strategic-level HR work (SHRM).
